Position Function:
The Village is seeking a dynamic and versatile Working Village Administrator to oversee daily municipal operations. Operating under the guidance of the Mayor and Village Council, this position requires a professional who is comfortable both in the office managing budgets and out in the field assisting with utility maintenance, infrastructure repairs, and other Village needs.
The ideal candidate possesses strong working knowledge of municipal public works, with specific expertise in wastewater systems and electrical distribution. This is a hands-on position requiring the ability and willingness to participate in field operations while also managing administrative, fiscal, personnel, and regulatory responsibilities.
Job Responsibilities:
1. Utilities Management & Field Operations
- Manage, operate, and maintain Village-owned utilities, including wastewater treatment, electrical distribution, and water distribution systems.
- Act as a “working” administrator, assisting public works crews with routine repairs, emergency lift-station maintenance, utility servicing, and other field operations.
- Ensure all water and sewer operations comply with applicable EPA regulations and environmental standards.
- Supervise, schedule, and participate in street maintenance, snow removal, park upkeep, leaf collection, brush collection, and other seasonal public works activities.
- Maintain public roads, catch basins, storm sewers, curbs, alleys, gravel streets, and related infrastructure.
- Repair streets and catch basins, clean and repair storm sewers, and inspect sewer tie-ins.
- Install catch basins, curbs, signs, and other street-related infrastructure as required.
- Maintain and repair Village-owned vehicles, machinery, tools, and equipment, including backhoes, dump trucks, mowers, trimmers, street sweepers, leaf vacuums, chippers, graders, snow plows, and salt spreaders.
- Perform snow plowing and salting as required during the winter season and participate in on-call emergency operations.
- Perform monthly brush chipping during the appropriate season and respond to storm-downed limbs and trees as needed.
- Coordinate leaf pickup and disposal and maintain related equipment.
- Install, maintain, and replace street and traffic signs.
- Perform street painting and pavement maintenance, including pothole repair and crack sealing.
- Maintain and repair curbs, sidewalks, driveway approaches, and other public infrastructure.
- Grade alleys and gravel streets.
- Assist with tree planting, maintenance, and removal programs.
- Maintain Village parks and other public property, including mowing, weed removal, landscaping, trash collection, playground equipment, picnic tables, and seasonal facilities.
- Open and close park bathrooms and drinking fountains each season and maintain necessary supplies.
- Maintain Village buildings and assist with general facility repairs and maintenance.
- Perform mosquito spraying during the season, including maintaining required records, ordering spray, and ensuring the sprayer is properly tested and maintained. Required licensing and periodic recertification must be maintained.
- Maintain barricades and construct new barricades as necessary.
- Plant and water trees and perform mowing along railroad property as needed to maintain the appearance of the Village.
- Inspect sidewalk and driveway approaches before installation.
- Confer with engineers and contractors regarding street, sewer, utility, and other infrastructure projects.
2. Administration & Fiscal Management
- Prepare and manage annual departmental and operational budgets.
- Monitor expenditures, control costs, and identify opportunities for fiscal efficiencies.
- Authorize expenditures and manage purchasing in accordance with Village policies and applicable laws.
- Obtain bids and pricing for vehicle, equipment, materials, and service purchases.
- Prepare and facilitate bid packages for capital improvement projects.
- Research, apply for, and administer state and federal grants to fund Village improvements.
- Act as a primary liaison between the Village and county, state, and federal agencies, including the Ohio Environmental Protection Agency and Ohio Department of Transportation.
- Contact and coordinate with contractors regarding costs and services such as storm sewer work, street cleaning, utility projects, and other municipal needs.
- Order and maintain necessary inventories of materials, equipment, supplies, and tools.
- Order and maintain supplies for Town Hall, Fire Department, Light Plant, park facilities, and other Village operations.
3. Personnel & Council Relations
- Supervise, schedule, train, and evaluate public works and utility personnel.
- Ensure employees follow appropriate safety procedures and operational standards.
- Attend Village Council meetings and relevant committee meetings.
- Provide Council with administrative reports, operational updates, budget information, and policy recommendations.
- Work under the direction of the Mayor and Village Council to implement Village policies and priorities.
- Respond to citizen inquiries, complaints, and service requests promptly and professionally.
- Coordinate with seasonal employees and other Village personnel to ensure public facilities and grounds are properly maintained.
4. Additional Village Operations
- Assist with Village park projects, including playground equipment installation, repair, maintenance, and improvements.
- Assist with community programs and activities, including transportation of food for the Village food assistance program when needed.
- Coordinate with neighboring communities and other governmental entities when sharing equipment, labor, or municipal services.
- Perform other duties and responsibilities as assigned by the Mayor and Village Council.
Qualifications & Requirements:
- Experience: Minimum of one year of experience in municipal government, public works, municipal administration, or a closely related field.
- Municipal Power Distribution: Minimum of one year of experience or demonstrated working knowledge of municipal electrical power distribution systems.
- Wastewater: Experience with wastewater treatment operations is preferred.
- Knowledge: Working knowledge of electrical distribution grids and water/wastewater treatment processes is required.
- Certifications: Ohio Class I or Class II Water and/or Wastewater Operator licenses are highly preferred. Candidates without current certification must have the ability to obtain the appropriate licenses.
- Driver’s License: A valid driver’s license is required. A Commercial Driver’s License with appropriate endorsements is preferred based on assigned equipment and operational responsibilities.
- Education: High school diploma or equivalent required; additional education or training in municipal administration, public works, utilities, construction, or a related field is preferred.
- Physical Ability: Must be capable of performing heavy physical labor, lifting and moving heavy equipment and materials, and working outdoors in inclement weather when necessary.
- Must be able to talk and hear effectively and move limbs and fingers easily to perform manual functions repeatedly.
- Must be able to stoop, kneel, crouch, crawl, and perform other physical activities associated with municipal public works.
Physical Requirements & Working Conditions:
This position requires regular outdoor work and physical activity. The employee must be capable of lifting up to 50 pounds and performing manual labor, including bending, stooping, kneeling, crouching, crawling, walking, standing, and operating municipal equipment.
Work is performed primarily outdoors and may involve temperature extremes, dust, dirt, excessive noise, precipitation, and other inclement weather conditions. The employee may be required to respond to emergencies, utility issues, storms, and other Village needs outside of normal working hours.
